What goes wrong when sourcing cocoa powder
Two countries and a few grinders set supply
Cote d'Ivoire and Ghana supply roughly 60 to 70% of the world's cocoa, and wider West Africa about 70 to 75%. The beans are then ground into liquor, butter and powder at a small number of large processors, with the Netherlands, Germany, Indonesia and Malaysia named as major grinding hubs. Many powder suppliers resell or blend from the same few grinders, so ask which plant made your lot and which crop the beans came from.
Prices fell sharply in 2026, but the swings are large
New York cocoa futures fell from a March 2025 peak near $12,000 per tonne to about $3,200 to $3,500 by mid-April 2026. The World Bank's April 2026 outlook projects cocoa near $3.80 per kg in 2026, down from about $7.80 in 2025, with a small rebound to about $4.20 in 2027, and warns volatility is likely to persist. Powder is not exchange-traded, so it follows beans only partly. Ask suppliers how they price: fixed, or formula against futures.
Butter and powder are priced against each other
Cocoa beans are pressed into butter and powder, so the two are tied by the butter-to-powder output ratio. Tight butter supply can raise powder costs even when beans are steady, and the reverse. Beans make up about 40% of the delivered cost of powder in one illustrative cost build, grinding, pressing and milling about 25%, and alkalization about 6%. Ask what a supplier's price assumes about that ratio.
Tariffs: cocoa was exempted in November 2025
A November 14, 2025 executive order removed cocoa and other crops the US does not grow in volume from the reciprocal tariff regime, effective from November 13, 2025. That reopened pricing for importers and for powder made abroad. Duty treatment depends on the country of origin and the tariff code, and it has changed more than once. Confirm landed cost with your customs broker before you lock a bid.
Harvest timing and EU rules add lead-time risk
West Africa's main crop and mid-crop drive arrivals, and one 2026 market review called the Ivory Coast mid-crop the main swing factor. Port congestion, grinding capacity and quality holds also affect lead time. The EU deforestation rule is set to apply from December 30, 2026 for large and medium firms and June 30, 2027 for small and micro firms, and dates have moved before. If you export to the EU, ask for traceability documents now.
The most common quality failures
- Wrong fat class. US rules set breakfast cocoa at 22% cacao fat or more, cocoa at 10% or more but under 22%, and lowfat cocoa under 10%. Suppliers sell 10-12% and 22-24% classes. Write the fat range and the test method into the spec
- Color and flavor off from the process. Alkalizing (Dutching) darkens color and raises pH, and natural powder is lighter and more acidic. Write the pH range and a color reference, and approve a retained sample for each lot
- Alkali not declared. US rules require 'Processed with alkali' on the label when alkali is used, and cap alkali at the neutralizing value of 3 parts potassium carbonate per 100 parts nibs. Ask for the alkali used and check your label
- Shell, moisture and microbes. US rules cap shell at 1.75% on an alkali-free basis for the nibs. Powder also needs moisture, fineness and microbial limits. Write moisture, sieve residue and plate count limits into the spec and ask for a certificate of analysis per lot

What makes a cocoa powder supplier the best fit
There is no single best supplier. These are the criteria buyers use to pick the right one for their spec.
- Process and fat class. Get natural or alkalized, the pH range and the fat class (10-12% or 22-24%) in writing
- Color and flavor match. Approve a reference color and a retained sample before you commit volume
- Bean origin and traceability. Know the origin of the beans and whether lots can be traced, including for EU rules
- Food safety and label claims. Look for a GFSI-benchmarked scheme and get organic, kosher and halal certificates if your label needs them
- Price basis and tariff exposure. Ask whether the price is fixed or tied to futures, and which country of origin the duty applies to
- Pack size, lead time and backup. Match the pack to your line, get a lead time from order to your dock, and qualify a second source
Cocoa powder supplier FAQ
Who are the best cocoa powder suppliers?
It depends on your spec. Buyers usually compare process (natural or alkalized), fat class, color, certifications and bean origin. Waystation lists 35 suppliers with a dedicated cocoa powder page, including Forbes Chocolate, Moner Cocoa S.A. and PRONATEC AG.
Is cocoa powder made in the US?
Yes, in part. Forbes Chocolate says it runs its own plant and lab in Ohio. Cocoa beans are not grown in the US, so every supplier here imports beans or powder. Most of the manufacturers listed make it in Europe, Asia, Africa or Latin America.
Is organic cocoa powder available?
Yes. Several suppliers list organic powder, for example Forbes Chocolate, PRONATEC AG and Tradin Organic. Check the table for who states it, and ask for the certificate for your lot.
What are the lead times for cocoa powder?
Most suppliers here don't state lead times. West Africa's crop timing, port congestion and quality holds affect them. Ask for a lead time from order to your dock, and for the stock location.
What should I ask a cocoa powder supplier for?
Ask for natural or alkalized, the pH range, the fat class, a color reference and sample, bean origin, a certificate of analysis per lot, and whether the price is fixed or tied to futures.

Rate a supplierHow we built this list
Waystation started from its supplier discovery results and kept only suppliers whose own website has a page dedicated to cocoa powder. Table entries are what each supplier states on its own site as of November 2026; "Not stated" means it doesn't say. Manufacturer means the supplier says it makes cocoa powder, brand means it sells under its own consumer brand, distributor covers the rest. Listed alphabetically, no paid placement, not an endorsement. Corrections: info@waystationai.com.
